Overview
The Protection Readiness Tracker is a free tool within The Keyholding Company's Risk Management Tool that helps you understand and monitor how prepared your properties are to protect against and respond to terrorist threats. It is built around the Home Office's guidance on The Terrorism (Protection of Premises) Act 2025 - commonly known as Martyn’s Law or Protect Duty.
The tracker works in two parts: an Assessment Form used to record the readiness of the protection measures in place at each property, and a Dashboard where you can view and analyse readiness across your whole estate.
Note: The tracker is not a certification tool and does not confirm legal compliance. It is designed to give you a clear, structured picture of where you stand and where attention is needed.
Assessment Tiers
Each property in your estate should be assessed at the tier that reflects its capacity and public accessibility.
Standard tier - applies to premises with a capacity of 200–799 people. The assessment covers 5 protection categories.
Enhanced tier - applies to premises with a capacity of 800 or more people. The assessment covers all 10 protection categories.
Not applicable - should be selected for properties where Martyn's Law does not apply, for example properties with a capacity below 200 or those that are not publicly accessible. These properties will be marked accordingly in the dashboard and will not appear in your Ready/Not ready figures.
Tip: You are not limited to the tier your premises is legally bound by. Some organisations choose to assess all properties to the Enhanced standard as best practice.
Part 1: The Assessment
Assessments are completed using the Protection Readiness Assessment, linked from the Overview tab of the dashboard. Each assessment is specific to a single property.
Use your Platform login details to access the form.
Before you start, make sure you have:
Access to the latest Home Office guidance on Martyn’s Law - refer to this to assess what constitutes “reasonably practicable” procedures and measures.
A good understanding of the security, emergency, and operational procedures currently in place at the property
Links to any relevant policy or procedure documents you want to record as evidence
To complete an assessment:
Select the property from the dropdown (searchable by name or number)
Select the appropriate assessment tier
Click Continue
For each protection category, answer Yes or No to indicate whether the measure is in place
Optionally, add a note to provide context - for example, a planned implementation date or relevant detail
Optionally, add an evidence link - a URL to your own internal documentation, such as a policy document, emergency procedure, or training record
Submit the form
The dashboard refreshes once a day, first thing in the morning. Assessment results will not appear immediately after submission - they will be reflected the following morning.
Note: Submitting a new assessment for a property will completely overwrite its previous submission. If you want to update a single answer, you will need to resubmit all answers for that property.
What the assessment covers:
Standard tier
The Standard tier asks five questions, covering whether you have a nominated responsible person in place for the premises, and whether you have appropriate and reasonably practicable public protection procedures for communication, evacuation, invacuation, and lockdown in the event of a terrorist attack.
Enhanced tier
The Enhanced tier includes all five Standard questions, plus five additional questions covering whether you have appropriate and reasonably practicable public protection measures relating to monitoring, movement control, physical safety, and information security, as well as whether you can document your protection procedures and provide that documentation to the SIA.
Part 2: The Dashboard
The dashboard is accessed via Risk Management → Dashboards in the RMT. Select Protection Readiness Tracker from the report dropdown. It has three tabs:
Overview tab
The default view, giving an estate-wide summary of readiness across all your properties.
Summary figures at the top show the total number of properties in each status:

Below this, a property list shows every property with its tier, readiness percentage (the proportion of categories answered Yes), status, who completed the assessment, and when. You can filter by account, tier, status, or property name.
Protections Summary tab
his tab shows readiness broken down by protection type rather than by property. It is most useful for identifying which protection categories are missing most commonly across your estate.
The horizontal bar chart shows each protection category split between Not ready (red) and Ready (green), giving you an immediate sense of where systemic gaps exist.
Below the chart, a detailed table lists each property-protection combination. Use the protection type and status filters to drill into the details of properties that are under-prepared for particular protections.

This tab allows you to drill into the full assessment detail for a single property. Select the property from the dropdown at the top.
Tips for getting the most from the tracker
Cover your whole estate. Properties that haven't been assessed show as "Not assessed" and don't contribute meaningful data. The more complete your coverage, the more accurately the dashboard reflects your actual position.
Prepare your responses. The form does not allow you to save progress before submission - prepare your supporting comments and evidence links in a separate document to avoid losing your progress.
Use notes to add context. Even if a measure isn't yet in place, noting what's planned or in progress - and by when - makes the data more useful for internal reviews and tracking.
Link your documentation. The evidence field lets you connect each assessment response to the relevant policy or procedure, creating a useful audit trail and making it easier to demonstrate preparedness.
Reassess when things change. The tracker reflects the state of a property at the time of its most recent assessment. If procedures are updated or new measures are introduced, run a fresh assessment to keep the data current - bearing in mind that this will overwrite the previous submission entirely.
Use filters to focus action. Filter the Overview tab to show only "Not ready" properties to prioritise where effort is needed. Use the Protections Summary tab to identify which protection types are missing most consistently - this can inform a more targeted, estate-wide improvement programme.
Frequently asked questions
Does completing an assessment mean we are compliant with Martyn's Law?
No. The tracker is a readiness monitoring tool, not a compliance certification. It helps you understand your current position and identify gaps. For guidance on steps to take towards compliance, speak to your TKC Consult team.
Who should complete the assessment?
Assessments should be completed by someone with a sound knowledge of the security and emergency procedures in place at the property - typically a security, safety, or facilities manager.
When will my results appear in the dashboard after I submit?
The dashboard refreshes once a day, first thing in the morning. Submissions made during the day will appear the following morning.
Can I update a previous assessment?
Yes, by resubmitting the form for the same property. Be aware that this will completely overwrite the previous submission - all answers, notes, and evidence links will be replaced with what you enter in the new form.
What should I link as evidence?
Any document that supports your answer - for example, a written evacuation procedure, a lockdown policy, a site security plan, etc. The link should point to where that document is stored, such as an intranet page, shared drive, or document management system.
What if I'm unsure which tier to use?
Use the capacity of the premises as your guide: Standard for 200–799 people, Enhanced for 800 or more. If you're unsure, your TKC Consult team can advise.
Can I assess Standard Tier properties to a higher standard?
Absolutely - you can choose to assess any property against Enhanced standards, regardless of capacity. Just select Enhanced as the assessment tier when completing the form.
Which properties appear in the tracker?
Any properties that you have access to in the Platform will also appear in the tracker and can be assessed using the form. Speak to the TKC Consult team about adding additional properties.
